This is so easy I can't believe it isn't implemented yet.
We all know that Dust is hard for new players, it is even hard to understand SPs, ISKs, skills, market....at start.
What are the possibilities of a new player to understand the game?
- Have friends already playing the game, this was my case. If you are lucky this is your case
- Be smart enough to use the internet, find the forum and start lurking.
- Ask to players in game.
Let's talk about the third point: Ask to players in game.
Up to now a new player has two chats in wich he can ask.
Corp chat, Local chat.
The corp chat is the chat of an npc chat, it will be "full" of only new players so, it isnt helpful.
The local chat is a lottery, you may find someone to help you but you have to be really lucky.
We need a chat full of both new players and veterans willing to help.
My suggestion is:
Create a chat for new players and helpers that is set by DEFAULT to all players.
Call it "HELP" or "NEWBS" or "SCHOOL" or however you want.
So as our newb log in the first time he is completely lost, he take a look at the three chats he has and there is this chat called "IF U A NUB ASK HERE" full of newbs asking things and veterans helping. Veterans will also suggest newbs to visit the forum and join corps that help new players.
Why isn't this in already?
PS I know we already have chats for newbs but this will be set by default. PPS Like other chats players should be able to leave it and join it again.

I'm a big proponent of encouraging noobs to learn from experienced players, but...
With this proposed chat, if players can leave any time, I'd warrant that very few experienced players would stay there. Why? Because the more chats you have, and the fuller they are, the greater the risk of lag (in my experience anyway). So experienced players are always trimming down their chats. I see this one as being the first to go.
Maybe calling it a "Recruitment" channel that all noobs get assigned to, but experienced players can visit to attempt to squad up and recruit from?
FPS = First Person Support. Kills win battles but it's kinda hard to kill if you're dead and out of ammo.

I, for example, would only leave it when I have a PC and will rejoin it immediately after it.
