And balance them with racial range profiles!
Basically the idea is give all weapons the same range but give them a profile to modify damage at ranges, for example:
The Gallente AR would have a base dps of 400, with an optimal range of 0-40M, the modifier within that range is 120% to 110% and from 40-60 110% to 30%.
The Rail rifle would have a base dps of 400 and an optimal range of 0-70, the modifier within that range is 105% to 100%, then an effective range of 70-100 with a modifier of 100% to 40%
The combat rifle 0-50M with a modifier of 110%-105%, and an optimal of 40-80M 105%-30%.
The scrambler 0-60M with a modifier of 107%-103% and an optimal of 60-90M 103-30% Basically the above examples follow a racial range profile:
The gallente are very powerful at short range but quickly lose damage past their optimal range, the have the best optimal profile but the worst effective range profile.
The Caldari have a below average optimal range profile but the longest optimal and second longest effective range profile and the highest peak damage (40% instead of 30)
The minmatar has the second best optimal range profile (damage wise), and the longest effective range profile.
The amarr would have sacrifice optimal range for higher dps, so their optimal range would be second to the Caldari, and their effective equal to the Caldari.

The only thing that changes about the rail is optimal increases otherwise it stays relatively the same, all this change does is make it so dps is no static and thus better short range to long range balancing.

To show how in-depth this new system can get imagine the hmg with a dps of 400, btw dps is balanced by rof not damage and then the modifiers increase damage per shot, anyways the hmg with a dps of 400 and a effective (no optimal range) of 200%-30% at ranges of 0 to 80M. By making the system less static we can make the game more variable and achieve better balancing.

might as well skip the HMG and use a rail rifle.

Why is that? Although in my head what I wrote sounded good I can see why its bad, it actually does need an optimal but! Why do you think the rail would be better?

no way to differentiate heavy weaps from light if all 400 dps
never mind antivehicle weapons get neutered again.

The idea is to normalize is and then buff it with modifiers, for example see how I wrote its dps starts off at 200%, that means its 800 dps these are multipliers
