If anyone is curious, it is a delay between switching from the cloak to a weapon. This means that if you have selected your cloak, but haven't turned it on, and you decide you want to switch to a weapon, there is a delay.
(Probably posted somewhere else I didn't see the thread.)

I'm fully specced into the Gallente scout and I recently realized how bad it is. It makes using any fitting with a cloak frustrating because it shouldn't take so long. All the more reason I'm happy as a logi. |

Yeah, I have brought it up as well, but it is probably good to have a dedicated thread.
It is quite annoying to have it simply equipped, then to switch and still get the delay.

The very fact you can use the computer means you aren't one of my subjects. Unless it talks to you and you use a braille keyboard.
In which case your skills as a gamer are all the more impressive.
I have all my toes, and none of them are stepped on. Although I do stub them often because my subjects don't feel the need to turn on any lights and I find myself in dark rooms all too often.

The same is true from switching from cloak to anything, not just a weapon, have cloak selected? switching to uplinks? delay.
It changes playstyle to be sure, most of the time I dont run cloak on my scout any more. |
