No the 27 vs. 12.
I'd like to have more CPU but not pay for it, that is unless I have paid for it in 32mills worth of SP and have gotten all of my core maxed.

Depends on what you're using.
-1st option is better for Shield/Speed Hybrids
-2nd option is better for Armor but can be put to good use with Shields
-3rd option is better for pure Shield Tanks
