So Rattati, you want to reduce armor plate HP. I must say, I'm glad for the idea, but the implementation is all wrong. There's a couple of reasons that HP stacking is the meta.
1. Lack of other worthwhile modules. Eve side, Shield tanks have to make room for warp scramblers, and stasis webifiers, and target painters, and sensor dampeners, all other kinds of EWAR goodies. Armor tankers have to build around damage mods, inertia stabilizers, nanofiber structures. The point is, stacking only health means you are far less able to control the battlefield, and the battlefield is all about control. Not so in Dust. The lack of options is part of the reason stacking is so prevalent. All the options we have outside of one or two (kincats for instance) are kind of "meh" at best, especially on anything bigger than a light suit. Health is stacked because we lack the versatility options Eve has.
2. We die REALLY REALLY FAST compared to Eve. Eve pilots can easily build a frigate (smallest combat ship class) with over 10,000 ehp thanks to resistances and health extension. You will note that the heaviest unit in the game, tanks, struggle to reach that threshold, while having to contend with weapons that are of similar DPS to Eve weaponry. In short, we have a lot less health to chew through, so we die much much faster. Anything to increase this very low TTK (comparatively) is going to be priority.
3. As an extension of 2, we have no resistance modules. Eve side, we don't really fit a full rack of tank. Take shields for instance. We fit 2 shield hardeners, perhaps and extender or two, then fill the rest with propulsion and EWAR. Combined with the lack of other enticing options, this means that the only thing we can do is toss on more and more plates/extenders, leading to the current issue.
4. We also have far fewer slots than comparative Eve ships. For instance, the Caldari assault has a 5H/3L setup at the proto level. The Rattlesnake, a shield tanked pirate ship, has a 7H/6L setup. There is far more freedom in Eve ships to fit those utility mods than in Dust.
So to recap, the reasons for HP stacking are A. lack of other options B. very low TTK compared to Eve C. lack of resistance mods and D. fewer slots for fitting.
To fix this, we shouldn't really look at nerfing armor plates, as this doesn't make me want to fit something else so much as irritate me. Instead, we need to come up with some options to where Stacking nothing but health is a detriment to my suit, and a suit that has some utility is better off. I have a few ideas I'll run by, and I can flesh them out if you are interested in any of them.
1. Add resistance mods. I remember this not being feasible a while back, but things have changed since then. 2. Add new "EWAR" and utility mods, and switch some of the current ones from high to low and vice versa. 3. Add "tiers" to health mods, for example have light extenders for scouts, medium extenders for assault/logi, and heavy extenders for sentinel/commandos.
I'll brainstorm some more, but let me know if you find any of these something you'd like to look into and I'll draw up some spredsheets, crunch numbers and such.

CCP should add in 5mm, 10mm, 20mm plates for lights, mediums, and heavies respectively. The same for shields; small, medium, large shield extenders.
Now how EVE is balanced to allow every different tier to use different modules like so is by giving them a fck ton of fitting and the ships required to use them a fck ton of fitting. But doing that in Dust would require rebalancing the CPU/PG of everything, but CCP could give these modules a ton of fitting and then provide each tier its own individual fitting bonus for example:
Light dropsuits: LVL 5 75% fitting reduction to low capacity shield, and armor modules.
Medium dropsuits: LVL 5 75% fitting reduction to low capacity and medium capacity shield and armor modules.
Heavy dropsuits: LVL 5 75% fitting reduction to all shield and armor modules.
And yes resistance modules.
