Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

Basic suits still get bonuses, if I'm not mistaken.

This explanation may need to be expanded a bit.....
If "bonuses" is referring to the native specialties that each Race has designed their premium dropsuits to have, then the above posts are reasonably correct. Any suit you see labeled as a "Medium" suit (not to be confused with the word "Basic") has a ton of high and low slots, but is not designed with any enhancements to make it extra helpful in a particular combat role like quieter body movement, or powering heavier-weight armour, or better radar. Militia dropsuits (btw, the free Medic, Frontline, etc pre-fit suits in your fitting menu ARE Militia frames), were built long before corporations became expert at cutting-edge enhancements, so they don't have any bonuses in their design either.
If you're referring to "bonuses" as the training-related bonuses you get when you spend SP at the Skill Tree,... then bonuses applies to ALL dropsuits (frames) you decide to put on,... including Militia suits you may buy in the marketplace, the BPO pre-fitted suits you are given free in your fitting menu, and even the Installations on the map that you don't even own and just shoot with now and then. (For examples, using SP to raise "large blaster turret proficiency" gives me increased rotation speed on any Blaster Installation I may jump on during a match---raising my "small railgun turret proficiency" at Lvl 5 means that any blue player that climbs into my Lav will enjoy faster rotation speed on the railgun than if they using a railgun on someone else's Lav).
(It also means that if BOTH the driver AND the gunner each raises their individual "turret proficiency" to Lvl-5, the rotation speed bonus on my vehicle's turret theoretically Lvl-5 DOUBLED!----COOL)
Currently my Shield bonuses and Armour bonuses cause ANY Militia dropsuit with 120 HP Shield and 290 HP Armour, to boost to 144 Shield and 342 Armour, simply by putting it on my body (no added modules needed). Think of the Skill Tree bonuses as something that stays with YOU inside your clone-brain,... NOT something that is snapped onto the dropsuit or equipment/vehicle. Once you've bought it with your SP, you now have the neuralogical know-how to tinker any suit into tweaking up specific areas of its performance output. (Like a professional race car mechanic has the know-how to tweak up the output of even a measly Toyota Tercel engine, if you give him a couple of hours under its hood).

Militia Frames and Basic Frames do not get bonuses.
Standard, Advanced, and Prototype suits in the Assault, Logistics, Commando, Sentinel, and Scout series get bonuses.
