Caldari here and I want a 15% increase to sprint and movement speed.
Using the scientific method, FW observations, a 20% scan range increase as well.

Just putting this out there, but how is this much different from the mini-precision strike? I mean, you're getting OB'ed, at least someone else has to be there and finish you off with it.

70-80% of your total HP is composed by shields and you are defending an objective, it is that bad.
But anyway I've yet to get hit by them, it might be because it was a map with the objective underground.

I really don't think this is that big an issue. Unless the enemy can gather up to mount a massive push without you noticing, drop the OB in the right location, and then push forward and kill everyone in the 3-5 seconds it'll take your collective suit shields to recharge, I doubt you have anything to worry about.
In any case, if they do actually manage to pull that off, that would just be good teamplay on their part.
I will again remind you that I am both specced into and run shield tanked suits.
