Say you're shooting a swarm launcher at a shield hardened tank. Does it calculate the 20% explosive resistance or the 40% hardened resistance first? What about damage mods?

If I remember correctly the shied hardner is added after the native shied resistance.
What about damage mods in particular? The weapon simply hits harder.

This is how resistances work: Say a Swarm does 100 damage, for ease of example. It has a profile of -20% damage versus shields and +20% against armour. So, 20% of 100 is...20, leaving 80 (or 100*0.8=80)
The first hardener gives 40% resistance to all damage: this applies after the swarm resistance, to the remaining portion of damage. So that's 40% of 80 (32; 80*0.6=48) which equates to a rough resistance total of 52%.
If a second hardener were applied, it would reduce the remaining damage by 34.4%. This is because the stacking penalty for a second module reduces its efficacy to 86% of the actual number (40*0.86): applying this to the remaining 48 (48*0.656=31.488) gives a total resistance of 68.512%
The simple formula is: Take the percentage and subtract it from 100: that value is the decimal that you need to multiply the target number by. 100 *0.8 is the same as working out 20% then subtracting that number. Positive numbers are 1.[percentage] so an PRO Damage mod (7%) would be 1.07. So 20% is 0.8; 40% is 0.6; etc. So Swarms: [x damage] * [0.8 explosive profile] * [0.6 first hardener] * [0.656 second hardener] A Wiyrkomi is 312*0.8*0.6*0.656 = 98.24.
Essentially, the order is irrelevant: do any of those percentages in any order and you'll reach the same end value. What's important is that you do not add the percentages together, because that is not how the system works.
