Gallente are always the most flexible to play and weather all changes better than other suits.
The only reason to play anything else is if you have a niche play style that another suit may be somewhat better at.

i do have some sp invested in min and cal but rather use my isk for something else,i chose min because of it taking the hacking from the min logi, and the cal to see how good the scans were but it is rare for me to use them and only when i have nothing better to do ( i rather fly around in a mlt drop ship) Having the Apex might make me motivated to play scouts a bit more

Caldari and Gallante are the best scouts for general use...Don't get the minmitar scout unless you plan to fit good knives, and have skills in minmitar scout dropsuits and proficiency for knives. Amarr scout I can't comment on as I haven't used it.
Caldari scouts are better than gallante scouts. I can tank my scout ck.0 with 453 shields, 130 (ish) armor and still have great movement speed and I am dampened....all while having great shield regeneration statistics. Gallante can armor tank ALOT, shield tank but they won't have room for important scout equipment, will be slow and lack armor reps. The could fit ferroscale and reactive plates but I wouldn't seeming as how many people use armor-based weapons these days and how you can't stack 453 hp with armor and have 50 hp/second regen while being fast
1.10 will kill stealthy scouts
time to respec into an assault :D
