Wanting to quit after 8 minutes? Filthy casual. Try playing around 3-4 hours before downtime when there's only one match going on at a time and if you're not in it easily requires a 30 minute wait, god forbid you miss the match twice and need to wait an hour.
The problem isn't on CCPs end besides not incentivising the Caldari FW store more, it's just that CFW doesn't have enough players, and I really couldn't tell you why. They have the tank Rail turrets for sale, all of the shield modules for shield tanking, the State Ishukone ARR, (it's awesome let me tell you) and a huge amount of their dedicated roster are PC players.
I really couldn't tell you why they don't win more often. Personally FW battles that are stacked on both sides that end on close scores (win/lose, either way) and have a crapload of decent salvage are the most fun in the game to be had. But CFW just rarely puts up those kind of games....

The whole FW defend attack ratio was created because of said "catastrophe"
CCP holds the Caldari's hand so this doesn't happen again.

I'm pretty sure it was Aero who pinned that down after we went back to back about 7 times on the same district in Raa....... and the reason we brought that to attention was because he recognised how imbalanced that it was after Amarr flipped the WZ in the space of 48 hours...... then how that 3-4 weeks of ownership really effed up how easy it was to take systems EVE side.
