Depends. If you suck at aiming, then no it's not. If you don't, then yes it is.

If you've got nothing better to spend your skillpoints on, it certainly can't hurt. If you're trying to get anything major though like hacking or grenadier, I would recommend waiting.

I have it to 5 and prof 5 on the SMG.
I could tell it was more lethal with raising SS than prof and it's less SP.
Yes it's worth it to me anyway.

makes hip fire way better at lobger ranges. if you are low sp (25 mil and under) dont. i did it at 40 mil sp and it helps a lot.

I never used a respec and I want to get rid of thing I never use like AR and scout gk.0 also other weapons.

Level 2 in any skill is really good for the small amount of sp it costs. Level 3 if you're fine with spending twice that amount of sp, but level 4 and 5 only after you have nothing else to spend sp on.

get atleast L3 and itll help for CQB.. L5 is more for up to maybe 20-30meters

The only thing i don't understand is why do gal and min weapons have SS skil, but cal and amarr don't.
You don't have particulary advantages with a CR over a Scrambler (for example), i don't understand why you have to spend more points on the CR.

cause with out SS the gal and min weapons suck at range. amarr and cal were BORN for long range and dont have a need for the SS skill cause they have an inherently lower dispersion then CQB weapons like CR and AR.. sharpshooter for CR and AR is to just close the gap somewhat between the CQB and mid/long range weapon sytems

It's not that. If you're great at aiming, you need sharpshooter.
It drastically reduces dispersion, meaning that it becomes less of a "Spray" when you hipfire. It becomes more precise, and that means more bullets land on target, drastically increasing DPS and range.
If you can't aim, stay away from it. It will do you more harm than good.

If you use aim, it is defo great thing.
If not, you can run arounf and spray/pray without it ;p
Its basicaly less dispersion to your smg ergo great thing.
