This is a damn difficult question.
The Gallente Federation is big...... but no as big as the Amarr Empire, nor does it have the same population values or mineral wealth.... in in many respects though it could be argued to the contrary is their populous so driven and dedicated to a single unified cause as it could be said for the Amarr.
The only argument I can really make of this is the quote our of Templar One where Muriya Mordu comments on the Amarr Empire suggesting that it's Navy is effectually winning when compared to the other Empires.
Also in more recent times the Amarr have been the first to make the more decisive military leaps forward both with the cloned soliders and the TIII destroyers.
To be fair to the Gallente I think lore describes their ships are more advanced in terms of technology and their soldiers better able to reactively approach different tactical situations.
