Please reply to this thread if you have replaced your thermal paste on the CPU and GPU inside the PS3.
Did it improve your over all experience in Dust 514 or other games?

I have replaced my thermal paste, did get good results. Perhaps it is worth to try it for you? Its a cheap investment.
You can find guides on how to do it on youtube.

Where can I buy said paste i used the radio shack ceramic thermal transfer paste, if you use the silver based paste you run the risk of shorting the board if any seeps over the edge it worked wonders for my ps3fat
Ceramic pastes are guaranteed to be non-conductive electrically, yes. But for example Arctic Silver 5 is not electrically conductive. If you accidentally smear AS5 on the PCB, it can cause capacitive coupling between components and/or ground plane in the PCB. Still, that can happen with ceramic pastes too, or just dust/dirt.
