Hmmm...
I'm thinking get as much tank as you can on it, by putting all armor plates bar one reactive, getting as much tank as possible.
If you have to sacrifice fitting because of the SMG, get rid of it. If your going for money, you're most likely not going to be near the battle for the opportunity to be killed.
Just my .2 ISK

Tanking it isn't really that important for you as you'll be one shotted by pretty much any other sniper. Go buy yourself some militia caldari mediums or lights and put damage mods on them. Also prepare for hate. Not many people like snipers; you could be down on the field taking objectives or being "useful" in any other way. |

To be honest, I wouldn't pursue sniping as a role, just have a fit lying around to counter-snipe. |

If you're really looking into the sniper role, I suggest the Gal Scout suit. Damps hide you from scouts, a cloak to traverse areas to get to ripe spots, and two highs for damage mods or a shield buff.

Well... If you're going for ISK...
You're not getting many WPs from sniping, which means you won't be getting much money at the end of battle. You're better off using starter fits as McFizzle told you. Id listen to him or someone else. I just told you what I would do, as its been a long time since I've been poor...

Go for damage put 2 dmg mods on. As a sniper you need to keep moving because soon they will start looking for you. Tactical is a good start.

You'll make more ISK if you have better equipment. It's hard to make money sniping in a militia suit with only militia items because you'll be outclassed by people with advanced gear or higher. I constantly get targeted by people with low tier Sniper Rifles and I just shrug the shots off.
If you really want to make money then do this:
Get a militia Minmatar medium frame. -Get 3 enhanced shield enhancers -Basic Combat Rifle -Basic SMG -Locus Grenades (I reccomend the sleek) -Basic Nanohive
Now you have a quick suit with moderate ability that can easily take out militia and standard suits while being OK vs advanced and Proto suits. It won't brake the bank and won't leave you totally screwed when playing high tiered players.
And yes, you can do this with the other suits too; get basic weapons and add a few basic or enhanced modules.
Put your flags up in the sky.
And wave them side to side.

Show the world we are one.

If you're committed to sniping then here's my suit.
-Advanced Minmatar Assault
-2x Complex Ligh Damage Modifers - Advanced Precision Enhancer
-2x enhanced profile dampeners (keeps me off of Assault and Logi maps in addition to keeping vehicle scanners from seeing me) -Advanced Range Extender(For the occasional non scout suit that decides to come after me)
-Advanced Sniper Rifle -CAR-9 Burst Scrambler Pistol (Low ammo but a really good weapon over all)
-Sleek Locus Grenades -K-2 Nanohive (put them behind hills where people can't see them and keep them away from your sniping spots)
The idea is to change your spot after you've shot for a bit and always look around to make sure no one is coming after you. Remember to abandon your area completely if you manage to kill someone who came after you. Find another area that overlooks your former area and ambush the guy who tried to kill you(they always come back).
Also, scan the hills for counter snipers. Being a paranoid sniper is a good thin: you'll live longer.
Put your flags up in the sky.
And wave them side to side.
Show the world where you're from.
Show the world we are one.

Given the insane headshot bonus damage now, there's really no reason to use advanced modules in ANY slot. I have two sniper fittings now; one with the cheapest tactical rifle and the other with the cheapest specialist version. You can easily have a fitting for well under 10k if you build it around the starter fit; otherwise simply use a basic frame of any suit you want to and know that you can die ten times or so and still make a profit.
Honestly, though, sniping has become so boring now that you'd be better off running starter assault fits that cost you nothing while giving you a better chance at scoring some kills.

Just my .2 ISK No offense but this is terrible advice as enemy snipers will see that you have a decent eHP pool and will go for a Headshot which will OHK you regardless of how much HP you stack.
Not to mention that unless you're in the redline, using an SR without a secondary is suicidal.

thank you guys for replying the post but I may have to agree on deadly Aztec no offense but the most of the comments I read were really helpful but im not trying to a sniper Role or be hated for camping in the redline of my enemies but in my last couple of matches I really good not camping but help my team recovery the objective fast. to be honest I thought I most die back there cause im was low on ammo I had used my last nanohive I had 5 shots left. Then I bump in to a commando ADV suit with a sniper. I thought I was going to die back there I killed him with Breach SMG the sidearm save my life. yeah but most of my match I been getting over 200k ISK and ^
but the most of all I really want to thank you guys thumb up please

I run proto gal scout. Three damage mods. Kin cats, cardiac regulator, proto scanner and nano hives. One shot I'm dead. Just be the first one to shoot. And Attim is right. Be paranoid as hell and move around. Kill a few and move. Position yourself close enough to an objective so you can scan it when reds come into the area.
Personally, I run a gal scout with uplinks to start the match. I hack everything I can, then throw down uplinks. I then switch to sniper fit and oversee at least one objective depending on map. This will give you decent war points and you will contribute to your team.
Remember, if you are sniping and the objective you are providing over watch is attacked, scan it over and over to provide your blueberries with the intel needed to counter. I can't stress how important that is.
Long Live the Scout!

i would try and personally switch the breach for a magsec .... your not fast enough to use the breach as a primary , but if you insist on using the breach try using ferroscale plates no reps :D

My cheap sniper fit
Caldari Commando C-1 (I have Lvl 5 Calmando and prof 4 sniper, max cores)
Covenant Sniper BPO or Tactical Sniper Militia assault rail
Nanohive 2 enhanced light dmg mods
As you move up the meta levels within this fit it gets pretty brutal, but vulnerable to enemy fire
If you wanna go the "scrubby" route, you can try using a militia heavy frame, but that won't protect you from headshots
