Because the bonuses to the weapon are absolute bunk. Like, terribly bad especially when it comes to the weapons that are most used by different racial suits. Let's compare, shall we?
Amarr: Scrambler doesn't overheat as much. It doesn't make it suddenly godly or anything really. It is probably the most noticeable difference but the weapon still does quite well regardless of the race. An Amarr using an Assault Rifle or Rail Rifle loses nothing. This bonus was far more important before the heat reduction buff.
Minmatar: More ammo in Combat Rifle. It does make make up the primary problem in the Combat Rifle in that the weapon runs out of ammo so quickly. Each missed shot drains a huge portion of the killing power of it. This bonus, like the Amarr, is just there to overcome a downside of the weapon. If you choose to use a different weapon, you just aren't getting a Combat Rifle that is less prohibited by clip rather than a SUPER Combat Rifle.
Caldari: Reload. It is noticeable with it at Caldari Assault at 5 compared to my Scout but noticeable =/= useful. Pick any other weapon and you will see no difference. The Caldari suit is by far the most forgiving when it comes to not using the bonus because it sucks.
Gallente: Tighter dispersion when firing from the hip. Some people would argue that you don't want a super tight dispersion when it comes to close quarter fight but that is really just a red herring. The bonus is not overly great. It does nothing when using ADS and in close range you won't notice a difference too much.
Other than the Amarr, especially pre-heat buff, none of the suits make a weapon significantly better. It isn't as detrimental as not using at least one of the racial weapons for a Commando because the Assault bonuses are so very small. If the Caldari Assault goes to Rail Rifle kick, that might be enough of a bonus to make not using a Rail Rifle a bad idea. Other than that, it is fairly reasonable not to use the 'correct' weapon.
Also, it could just come down to skill points. Getting an Advanced Rail Rifle is about 5 or 6 times less SP intensive then getting an Advanced Caldari Suit. If you wanted to try out the Rail Rifle, would you skill into the suit first? Or, putting it more realistically, "X weapon is the best weapon in the game; I am going to use it because Y weapon with the bonus from Z suit is still inferior to X weapon." See everyone and their brother using pre-nerf Rail Rifle.
