4x reactive for 12hp/s +innate and only -4% speed so still above 7m/s sprint iirc and more armor then you got on there now.
six kin reptool for republic boundless (112.5hp/s and 30meter range! at min logi 5 )
BK-42 for the OP GB-9 breach AR (BK-42 and other assault weapons need a damage mod to make them even as good as their stock version)

and have a second suit where uplink is swapped for active active scanner
tho after shayz video and how OP the GB-9 breach AR and proto breach seems to be i may skill them and use them instead of CR
ps you can save mroe money by running republic MK.0 suit and republic weapon and republic reptool(best one) tho the Triage reptool isnt bad at a base of 88hp/s but only 15m 22.5m at L5
damp makes it harder for Rainbows and potatos to see you through walls makeing it harder to gank you.

You got to run whatever suit fits your style. I've seen logis with nothing but kin cats, and i've tried one with just range amplifiers you'd be shocked at the range you could pick people up. But find whats best for you. Remember you don't need to run a proto logi all the time, when you get to level 5 and adv logi will still get the full proto bonus.

IMO.
HP over speed
You are going to be in the thick of things, and odds are if your locked onto a heavy the eenemy will gun for you first.Toss the ferroscale plates. Enhanced plates and reps give you much more HP. You wont loose too much because you already have a base high speed.
Equipment:
If your gonna run scans instead of uplinks, down grade the proto scanner to advanced. Without the gallente bonus there is no real difference between the two levels of scanner, you wont pick up dampened scouts at all. I forget the name but one adv variant keeps the enemy lit up for about 15 seconds.
Upgrade the kin 12 to a wyrikomi. A proto needle is only 7K, and its worth it, especially if you got lots of friendlies down.
Otherwise its pretty good fit. Good luck.

I'm not a fan of all the armor. I like to fit my Logi with a bit of an armor (ferro) buffer but lots of regen. I like to be able to move with the action.
I try to stay out of the line of fire and be able to dance around a bit if a scout shows up. If you can make the scout miss a few times your heavy should be on them by then.
I think my fit is two extenders, a recharger, and a precision (fitting plus scans on mediums). A rep, a regulator, two ferros.
Then a ACR, flux, inj, rep tool, uplink, Allotek hive.
