Your level 5 skills are working but on basic gear. A 5% bonus to a 10m range is not a lot and that applies to everything. These suits while affected by skills receive very little from these skills due to the low stats on the items fitted. Besides this is not what the suits are all about.

The basic fit and the unlimited supply has really helped me get back into dust and allowed me to hone my practical skills within the login role. Since I got the suit I have seen a significant improvement in my abilities as well as my score. Now I'm not much of a killer to start with which is why I find this suit ideal as it is so weak in tank I cannot afford to kill in most occasions which has forced me to adjust my mind set a lot thinking about other things like range or can I effectively repair that guy in front of me to allow him to kill and live, can I needle that guy safely etc without feeling I need to be ready to kill. In a few weeks or months I know I will be able to use my adv/proto gear again far more effectively than I ever have while maintaining the new skills I have learned. I think if anyone can embrace the weak or bad fits of any of the apex suits they will become stronger players in their own better gear in the long run which should make for much better battles in the future. I had drifted away from logi after the scout buff, just got tired of losing all that ISK. So now I can do a decent job of it in a free suit. Also I wanted to get good with the ACR without having to pay for them to do it. After a few days of practice and a sensitivity adjustment, my proto, glass cannon Mimn commando became a death machine. Your game f'ing sucks, but I'll still play it, damn you! Turns out I wont.

Hone your vital role specific skills(not suit skills etc) without worrying about isk loss which for a logistics is vital as without the right logistics mentality and correct use of the role you can easily sustain high losses for very little reward. This suit negates that and lets you just learn and improve so when you do bring out the good gear you are performing at a much higher level. There are proto's out there who did this by proto stomping off the back of PC funds which is fine but this places all their skill on proto gear. Doing it with the likes of apex gear can only increase your performance as you can play at any level. A lot of proto stompers could not survive out of proto gear. All Hail Legion

If you have the APEX or LP version of the minnie scout having hacking and the minnie scout to level 5 gives you a big boost to hacking things, not all skills will be a big benefit such as shield hp since you are using basic shield extenders but it does help 2. I mostly use BPO/Basic in the vast majority of cases unless i need to use proto like links for example
