Rucksack, and no they are not.
I mean there is no way for to carry that EQ so I guess it wasn't a factor in design.
Gallente do have rucksacks, just very small on scouts, and on heavies.
The most ADV (get this) is the Minmatar! I wouldn't have believed it for one second if some plain up told me.

That sounds more like the Amarr Assault to me. It actually says that it can do that in it's description.

Amarr assaults do use some bioelectricty, but only for a short time. the backpack houses the main power generator

I think it's just because the Gallente are really good at making ridiculously small power generators.
Considering they work with portable power sources more than anyone else (cuz drones), it sorta makes sense.
I am ready to serve...

Maybe socially, but technologically all races are on par but in different ways. The Amarr though have access to the most visually stunning technology. The Minmatar while generally thought of as bring technologically inferior actually do have very advanced systems though utilize more simple low tech solutions for problems that other races require high tech to solve.
The Jove are the only ones that are truly superior in all aspects of technology.
