Complex shield modulator: reduces shield regen delay by 65%
Shield modulator skill: increases shield modulator efficacy by 3% per level
High slot module.
Basically is meant to make "active" shield tanking more viable at the cost of total shield HP.
Regen delay would still be noticeable, but you could get back into a fight much sooner.
(Could also be used by armor tankers to make their buffer start regenerating faster.)
Thoughts?

I do like the idea of 'extreme' versions of modules that come with additional downsides. A good example of this are Shield Rechargers which increase recharge rate, and then Shield Energizers which increase recharge rate greatly, but at a cost to shield HP.
So the idea of an 'extreme' regulator like you proposed is certainly interesting, though I think I'd prefer it if it had a direct downside, rather than just being a high slot item.

I'd rather compared these modules to armor repairers (which also don't have a "direct" downside) than energizers.

I mean its your thing, but since it's performing like a shield regulator, it should go in the same slot as a shield regulator. So in that regard I'd like it a low slot with a direct penalty to either shield HP or recharge rate.

I thought about this as well and there are a few things that made me decide to not make it a low slot module:
- A Low slot shield module is pretty much useless to anything but shield tankers. Kinda weak point, but I thought it would be nice to give armor tankers the choice to have a better regen delay instead of stacking shields too.
- There already are a lot of low slot modules. Many more than high slot modules. Kinda weak too, but it makes sense, right?
- I wanted it to be different from a regulator. While giving the same kind of bonus the fitting choices are different from deciding whether or not to use a regulator.
- I did not want to emulate the recharger / engergizer scheme. I wanted to come up with something that is at least slightly different from what we already have.
- I did not want to give it a penalty to a certain parameter. As a high slot module it has a penalty to regen, total HP, and even damage. But it is up to the player to decide what exactly to give up for it.
- What I wanted to avoid is having suits with lots of shields and good regen at the same time as a really good delay. And I felt as a high slot module it would be more effective at avoiding that and at the same time leaving the player more freedom to choose what exactly to sacrifice for it.
- What I mainly wanted to promote was a fast, shield tanking playstyle with noticeable less HP than other shield tankers.
That is why I chose to make it a high slot module with no additional penalty.

But....it is a regulator, just better and in a high slot. 4. Again why break consistency? Its a different module, but it maintains the general structure. 5. Yet Energizers and Plates already have this mechanic of a set attribute penalty? 6. And you mitigate the "lots of shields" part with a heavy penalty to match. That's why it has a penalty for an increased effect. 7. And you could do that....with a penalty to shield HP.
Like I get where you're coming from, I just don't agree with it entirely. So we'll agree to disagree

- It benefits shield tankers. Even more than armor tankers. But at the same time it is not completely useless to anyone but shield tankers. That was what I wanted to achieve.
- We already have shield mods for both high and low slots so the breakage in consistency isn't all that bad.
- But like I said I wanted it to be different. And the fitting choices you have to make are certainly completely different than from fitting a regulator.
- I wanted to make a new module that could open up different playstyles, not a supercharged regulator. To achieve that "breaking" consistency is absolutely acceptable, if not neccessary. Also, again, since we already have shield modules in both high and low slots I don't think it is too big of a deal really.
- I don't know about you but I thought if I made it a high slot module with no penalty it would be much more interesting than plainly make it a kinda Regulator+. Shield Powerloader: 65% bonus to shield recharge delay, -15% shield HP, low slot Just doesn't sound as interesting or different from what we have.
- Like I said, if it is a high slot it is up to the player what to give up for it. I think that is much more interesting than me dictating "Ok, you can use this module but ya gonna get -15% to shield HP!"
- Precisely that I could NOT. As a low slot module it would use up space that otherwise could be used for cardiacs and kin cats, which are the fundamental parts of any speedy suit.
If you don't like it, that's ok. It would be nice to support an idea even if it does not fit your own line of thinking or playstyle, though, if it doesn't have obvious balancing issues. Also, I wouldn't have a problem if they also added overcharged regulators with a penalty. It's just not what I wanted to achieve with this proposal.

Well to be fair you can't exactly me to support your idea if I don't particularly like the implementation. It's like expecting someone to say they like their meal even if they don't think it tastes good.

But you realise that what you propose would completely change what the module is suppoed to do, right? I'm sorry, but I just can't see how your criticism is helping to improve the idea.
The module being a high slot module was a deliberate choice and it is a high slot module for a good reason. It is not supposed to work like the rest of the modules.
So, like you said earlier, I think the best thing we can do is agree to disagree.
