some time the needle doesnt work, other times i get no points for repparing people, have trouble locking on with the rep. tool as well.

This isn't a bug with the Logi BPO, but with Needles and Rep tools in general and have been for a while. Needles have gotten better but there have been times where the dead body and needle icon do not match up with the actual dead body location for a range of 20+ meters. It's now down to about a 5m-ish error range.
Rep tools no longer give you points to an friendly that has not damaged an enemy within a certain time frame or so I'm told. On top of that, if you have repaired a certain amount within certain period of time, your triage points are on cooldown for 1 minute before you can earn triage points again.
Rep tool lock on has always been a problem as well and can sometimes take a full 2 or 3 seconds for a lock on. The frustration with this is increased by teammates bobbing and weaving or even teammates that don't need reps running in front of you, making the rep tool lock onto them instead of your intended triage target.
Not downplaying your observations, but these bugs are with the equipment, not the Logi BPO.

for the needle, i mean actually being over the person, with the option to revive them. It just will not let me some times, at time if i select the needle manually it will let me, but some times even that will not work.
I have spawned in with my squad and immediatly tried healing them in a pub from enemy fire, begining of the match mind you, repping a heavy for hundreds of health... No points.
i have tried locking on for 10 seconds straight to no avail :c
I say its the bpo's because my advanced and proto logis dont seem have those problems.

My logi fits (adv+proto) have the issue with not getting points for repping too. It feels like the cool down is for more than a minute at times, and I have yet to find a pattern to it. Sometimes it's mid-fire fight and other times it's immediately after someone has picked a blueberry up with a dirty needle and run off without repping them.
