This UP suit you speak up, the Minja, I've seen some people do amazing things with these suits. Never underestimate the power of speed and nova's :)
Worst scout by far is Amarr.

You may have heard that I recently specced into Gal Scout, and it really puts into perspective how bad the Min Scout really is. The Min Scout doesn't have enough PG, the bonuses are pathetic, and it's paper-thin. Everything the Min Scout can do, the Gal Scout can do pretty much 10x better. A Gal Scout - or even an Amarr Scout - can achieve similar hacking speeds, AND be better dampened in the Gal Scout's case, and the Amarr Scout can still have top-notch precision.
For knifing? Well, the Gal Scout can achieve similar speeds, whilst having similar EHP, and having a lower profile. And the extra damage from the Min Scout isn't that useful really - you could just do a follow-up slash with any other scout before the red even realises.
IMO, it goes:
Gal Scout
Amarr Scout
Cal Scout
Min Scout
The Min Scout is seriously UP.
I saw one of your other posts where you said you only have level 3 in Dampening. I'm not sure what you were doing for those five months but surely you should have maxed out your EWAR by then. EWAR is what truly makes you a bad ass scout. If you don't have dampening I bet you don't have the precision or range maxed either.
Get those skills maxed, get your complex kin cats and then run with the Minja. It's like a whole new world.

3. Min Scout
4. Am Scout
I've had all four of them proto'd at one time or another so this comes from experience.

It all depends on what you want to do really, the Gal Scout does everything pretty well which is why it's the most used.
Caldari can't speed and damp like the Gal can but the Gal doesn't have shield regen like the Cal and the built in complex range amp is better to have than a standard precision enhancer IMO. With my Cal Scout if I get to cover for just a few seconds I'm back to full health. The Gallente has longer downtime between battles. Cal Scout is best assault scout and Gallente is just the most flexible.

There's no broken hit box. It's either lag or bad aim.

Sometimes I have a hard time putting down Min Scouts and Min Assaults. I believe it to be a lag/hit detection issue.
A while back a dev said that anything that moves at over 10m/s can be game breaking and I firmly believe that to be true, especially with some of DUST's lag issues.
