This is from the EVE test server sisi it's located under the Dust Items market tap, most of the stuff before it is annouced and actually put into Dust shows up on this test server. Not sure if anyone pointed out this stuff yet but there seems to be some new stuff added to the test server that i have not heard people talking about yet....
Let the speculation begin.

Nice find.
I think the lock boxes will drop along with salvage. And the keys to open them will cost aurum to buy.
Pretty standard in a lot of mmo's and they are often the only way to get the best in game items. Possibly containing officer weapons or even the new suit they were talking about.

A few possibilities:
1. There will be "strongboxes" that spawn and have goodies in them for people that get to them and hack them with their equivilant key. Better keys and skills means either a better chance to open the strongbox or gives better gear.
2. TF2 style crates. You find crates, you but keys to open said crates to see what you get. Keys may be Aurum based or perhaps ISK based. Same thing applies; better keys either mean better gear or better chance to open it up.
3. It never, ever happens.

They'll probably be salvageable items if anything, not random spawns on maps.
Could just be extra fluff you get during play. Probably could contain officer weapons/suits or high-tier mods and stuff.
