I believe the Gallente one is more popular. I am not sure on the particulars.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

gallente can take an alpha strike without management of actives. on paper the python is a better ship but will you manage the actives flawlessly is the factor. gallente can withstand collisions where caldari usually is destroyed.
they both handle differently and the gallente does not suffer as badly from being pushed by AV.
the gallente also has more various roles available to it because the high slots are free since it does not depend on the high slots for it the gallente's main tank, makes it open to fitting various utility such as scanner and MCRU. if a caldari fits a utility mod then he is forfeiting his main tank (shield) for it.

They can both do the other job, but it takes more time and is inefficient.
And they both die very fast to proto av, their survival time varies by seconds.

you dont really use missile in full auto mode vs infantry much it's more of a fire at the right moment weapon so the incubus can AI pretty ok, the python has a slight advantage to AI but also is riskier to hover, which you will have to do at times if you want to get a kill. also the AV power of the incubus got hit hard by the bonus ROF nerf and arguably the python is now just as good at that role.

Missile launcher is the best turret for both Python and Incubus, the python has a very nice bonus to it which the incubus dosnt get.
However the incubus is generally able to fit a better tank for the loss of the RoF bonus the python gets.
I think python with a pro launcher is deadly in the right hands, very experienced pilots will completely destroy infantry and vehicles alike.
But I think for more casual and slightly safer play the incubus would be better.
One reason the incubus is safer because it can take a hit into the shields to give it time to turn on hardenners, Python is shield tanked so it has to predict damage or lose 3 quarters of its shields before it can turn on the hardenners. Not to mention sheilds hardenners have lower on-times.

At the same time, pythons are able to survive with their modules active and land 4-5 shots, without the modules the Python has a 90% death rate against av unless doing a no stop flyby. The imcubus on the other hand can attack time and time again but is vulnerable because it has no resistance
