It is literally useless.
First of all the 85% range nerf if just terrible and awful. Instead of completing the scout role of ewar we have to run around like blind cows. You might aswell hire a heavy for passive scans than a scout. literally the scout has no role in Dust. You can use the scout to scout for your team but you make no wp, no profit, no nothing off of it so it is forced to turn into a slayer (it isn't good at this anymore because cloak sucks)
The delay is awful, it punishes everybody because shotguns are OP. It is not like cloaks are completely invisible, they are quite easy to see and now with the 1 sec delay, instead of being able to fight back when spotted, we decloak and by the time we decloak we are dead (mostly talking about Minmatar scout) . Charge weapons like Nova Knives and RR are almost utter crap especially with that decloak. Back when scouts wern't popular was because they couldn't survive anything, they get instantly popped but had some ewar. Now, since cloak is terrible, we get instantly popped, Nova knives are almost useless, no chance to defend ourselves if we get spotted in our cloak (you can spot them from 50m away, it's not hard). On top of that, we have no clue what we run into. Even a proto Caldari scout with a complex range amp can't scan a heavy 3m behind it.
Cloak is almost garbage. I went ahead and brick tanked all my scouts, except minmitar (no reason). M
Overall , you were effective at killing Minmatar scout class. Paper thin scout+lack of PG+kin cat pg cost+no ewar+no semi-invisibility= dead scout.
TL;DR, Shotgun was op instead you nerfed cloak altogether and now this had a chain reaction on the Minmitar scout which heavily depended on cloak for utility is not pointless. Bring back old cloak nerf Shotgun, give me back the ewar. It doesn't make sense that a scout has no ewar.
You give us two bonuses- a bonus to ewar (Am,Gallante,Caldari) and then you give us bonus to cloak which is antiewar. 5% is too much, it should be like 25% maximum.
I am not good at explaining and convincing people but, cloak is terrible, min scout now UP, nova knives are done. 1 second delay is too much. (you guys complain about the .6 sec delay on RR and make scouts suffer 1 sec delay and don't forget how useless charge weapons have become). Please Rattati, listen. You have no clue what you are doing. You have ruined the game. You destroyed ADS, then you destroyed Minmatar scout (the scout that heavily depends of cloak for success). Staaapphh itt!! |

because a 300 ehp minmatar scout is viable without a cloak right?? 300 hp is enough to save you from .5 seconds of fire or less. Minscout needs cloak, all other scouts are viable without it because they can all be 500+ ehp easy and have amazing ewar. |

It looks like EWAR bonuses are going to be rewired to point to module efficacy. HP-tanked Scouts will be better off running Assault. |
