Given the uproar over the increase to the 0.6s charge time on the RR, I am curious as to how people view the 1s delay on firing with cloaks, using RR delay as comparison. The 1s delay on cloaks is almost twice the delay on the RR, and yet I still see people saying it should be a longer delay. I find it especially interesting when I see people complaining about the delay when used with an assault suit, something that has a ton more ehp than a scout.
Personally, to see people complaining so much about a 0.6s charge time on the RR, I fail to see how people say that a 1s delay on firing with cloaks is too little.
Just something I thought was interesting,

Well for starters, the RR has so much kick you have to burst fire, so that .6 seconds adds up, secondly the RR is often used when the enemy is aware of you, while the cloak is not...
You are literally comparing an equipment with a light weapon, which is nonsensical.
Have you used both? I recommend that you use the RR, and use the cloak, for a week or so, and see how it feels to you personally.

What I am comparing is the delay in activation (or deactivation in the cloak's case) that leaves you "vulnerable" |

My main disliking of the charge time is that the .6 second vulnerability stacks up, as only a complete newberry would "hold" the RR down, and has to ease up to not waste bullets due to cover, and mainly recoil/dispersion. The .6 seconds I'd find acceptable if the RR would actually be reasonably steady at long range which is what it is theoretically meant to be used at, but currently due to the .6 second delay rearing it's ugly head every couple of "bursts" is a bit ridiculous.
If it were up to me, I'd leave the .second delay, increase hipfire dispersion significantly (like shotgun levels or worse), but make the recoil substantially lower so ADSing at long range is natural.
Or lower the .6 seconds to .45 seconds.

The RR is a charge when you shoot somebody who knows you plan on shooting him (usually), and can't get into a clearly advantageous position to kill the target w/ impunity.
A Cloak allows you to be invisible. You can go behind people, and then unleash shotgun to the brainpan in 2 seconds flat (accounting lag :-P).
One has you wait in clear danger to somebody who is either going to move out of shot, or shoot back.
The other has you wait one second to unleash nigh instakill on anybody you snuck behind.
I will say though, the RR is in a fine place right now. IMO, don't touch it. In CQC, I'm at a clear disadvantage, but at range I have some nice DPS to law down in 50HP chunks. I can still DO CQC, but I'll have to bump up the skill to make up for the gear.
The cloak needs a decloaking noise so that, if nothing else, people KNOW their brainpan is going pop. Maybe remove the Cloak delay then, or reduce it to until the sound plays. Other then that, I have no issue with cloaks. Besides those annoying bastards who I SEE kill a guy, but then cloak, and I lose him. But that, I suppose, is how its meant to be used.

guy with a rr minding his own buisness gets jumped by a cloaky scout
RR guy has to wait nearly entire cloak delay to start shooting at the scout... and by then its too late

I don't know if comparing these two things is a good idea. They are different mechanics and functions for different things entirely.
I kinda like the RR as it is however with that super long chargeup it does make it very hard to get the first shot in. Many times I have spotted an enemy with the RR before they spotted me but by the time I have charged up they are either too close to cover or they have already started shooting me.
I dont know what the answer is. Maybe make the Caldari assault give a tasty bonus to RR`s?

The thing here is...
Cloaks aren't supposed to be used as a weapon. The fact that they are being treated like one is ******* rediculous. Bump the delay to 2s.

Fizzer pretty much hit the nail on the head, though I will clarify for myself a bit: Cloaks are not a primary weapon.
They are a tool. They are great to use to get behind the enemy, get a flank, or even as a great escape tool. Most of the time, a Scout chooses the opponent they attack. They decide when to drop Cloak and to fire upon the enemy. If the opponent is an HMG heavy, the Scout can break out of Cloak at great distance and fire upon them or even decide "I'll attack the next guy." The ability to have control of the situation like that warrants a delay that works properly.*
For the Rail Rifle, it is a primary weapon. If you nerf my Assault's weapon to a nearly unusable level, such as where the Rail Rifle finds itself currently, you have basically removed everything that the Assault can do. They are heavily neutered in regards to fighting with their weapon. They cannot choose as often as a Cloaked Scout can on whether or not they wish to fight a particular individual. There is an enemy at 40 meters who is going to start shooting you very soon, you need to be able to effectively fight back.
* With the current delay being relegated to to slowly pulling up a weapon, it isn't working as intended. I can finish Charging my ARR and get a round firing before the Cloak drops and can easily get 2 shots off with my Shotgun. However, switching to my Uplink from Cloak takes forever. The delay is not working. It needs to be changed to "cannot fire until 1.5 seconds after decloaking" rather than how it currently is.
