Yep, this has been the case for most people since time began. 20% (at most) of salvaged officer gear will be weapons you have skills in.

The only Salvage I got was a Prototype AV grenade and an Advanced Mass Driver.
CCP holds the Caldari's hand so this doesn't happen again.

First game today got 3 Krins and 3 Ghalags. Also got 3x Symbs, 3x Beacons, 3x Kubos and 3x Calas.
Nobody will ever beat my 3x Balacs, 3x Thales, 3x Calas in the same match, though. That was around 2 months ago.

out of the following the LR is the only one i'm closest to at Prof 2 and i have prof 5 in HMGs whereas the others (MD and FG) i have either zero or lv1 in the operation
tally so far
2 x Agimus' AG0-56 MD
1 x Viktor's NEG-1 LR
2 x Alldin's IMP-10 FG
1 x Alex's ZX-030 HMG
It does seem on the surface like the salvage is skewed towards items you aren't skilled into, but it's much more likely this only seems to be the case when it is, in fact, completely random. If there are about 15 different weapons to be salvaged, and you're only sufficiently skilled enough to use, for example, 3 of them at the officer level, that only leaves you with a one in five chance of finding gear that's useable, on top of the ridiculously slim odds of finding high level salvage at all.
Speaking of slim odds, no officer weapons for me so far.

Just saying, for any of you to be allowed to use my special forge you would need at least Forge Gun Prof 10 for 5 minutes of use. Even then, none of you are truly worthy of wielding it

So before today I had gotten around 400 kills and no officer salvage but over the course of around 4 hours I managed to get 4 different officer drops, and not bad weapons either:
3x Wolfmans PCP-30 Scrambler Pistol
