CPM is a one-way communication. Our job is to take things we see and hear in the community, and pass them to CCP. Our job is to communicate with CCP, not with you. I could not ever talk to players at all, and still be doing my job as a CPM with some manner of proficiency. Our job is to provide CCP with information, not to provide players with information. (This is also why it is sadly very hard for players to evaluate if the people they elected are doing their job well. Our job tends to be fairly invisible to players.)
It is CCP's job to communicate with players. They are pretty bad at it sometimes, but it doesn't change the fact that it's their responsibility.

Soraya is more or less right, this time. Your actual job is to keep CCP from doing things that would otherwise screw over the playerbase. The original CSM was created after an incident involving devs abusing their power in EVE for personal gain, and the detached response it initially received from CCP itself.
Your entire purpose is, more or less, to keep them in line when they decide to start making horrible decisions. And they do, quite frequently (CCP Z is a wonderful example of this). And you're right in that you are not obligated to speak with anyone in the community. That's just something people do if they want to get re-elected due to some emotional attachment they have to working for free.
Whatever else CCP finds convenient to use you for, that's simply unpaid labor. You are only there to advise them against stupid actions. Not to be a fulltime ambassador, and not to do the unpaid legwork of the 4 or so community managers they fired because their house wasn't kept in order properly.

Lately Zatara has been more vocal on the forums
Cross has been a very vocal and active member of the CPM contributing a fair bit, though lately have not seen as much from Cross. I am guessing he has been busy.
