While it doesn't quite zing like nerf those scouts!, significant buffs to MedFrame EWAR could only serve to make EWAR more accessible (and meaningful) to Medframes. And that's the goal, right?
Have a look: https://docs.google.com/spreadsheets/d/1sajpeeck1ppMwz_uvW9LeXEzF2ipF4X0y2xeZf01mS0/edit?pli=1#gid=0
You see, the biggest drawback to slamming Scout EWAR is that we slam the EWAR Scout. These aren't the troublemakers. These aren't uparmored shotgun scouts. These aren't the assault-lite super-strafers. These are the guys who run extremely low HP to help protect you, their squadmates, from the high-hp "scouts" we all want to see gone.
So slam Assault Lite if and when needed. But if and when we slam Scout EWAR, we slam the wrong guys. |

Closes the gap to what appears to be reasonable levels.
Any thoughts on if/how Commandos could fit into the equation. Sentinels will be riding on their Logi masters coattails for shared passives (which could be potent in it's own right)
I know it is Medium EWAR, but above example shows how others are in the EWAR game anyway.

I'd default them to 5dB removed from the worst MedFrame, but I freely defer to the Commando community on this. |

...OP produces something that is legitimately reasonable. Am mildly surprised.
To business:
There's really only two things that come to mind- first, that my AmLogi needs a slot layout update so I can get a few more lows across the board in exchange for fewer highs; this would be nice because then I can still fit a useful tank and have a range amp as well.
Second, and really the more important thing, is that we also need to drum up some numbers for heavy frame EWAR. A heavy should be able to fit one or two precision mods to see undamped assaults. A heavy should also be able to load up on damps to be invisible to medframes that do not fit precision mods.
Obviously a heavy wouldn't really be able to avoid an active scanner or a precision-heavy medframe, and neither would they be able to passively scan damped scouts*. But I do think that the linked spreadsheet is a great start on medframes being able to participate in EWAR. I would, however, recommend that most suits get a base scan range of 15 meters, as this allows them to passive scan the entirety of the innermost circle on the TACNET display with L5 Range Amplification.
It's not inaccurate to say that useful passive scan range starts at about 20 meters... which is, incidentally, the size of that innermost TACNET display circle.
*Just considering the extreme of a Sentinel ck.0 that fits all precision mods in the highs, that suit being able to passively scan an undamped scout is, IMO acceptable as it's a big fitting tradeoff that still has terrible mobility and very low scanrange, making it more of a "oh, a shotgun scout is waiting around that corner 7 meters away from me, I will prefire as I come around it".
