So the CR has a profile of -15/+15, and the mass driver has a profile of -20/+20. What if we made the scrambler rifle +15/-15 and kept the laser rifle at +20/-20? So the two races (Amarr/Minmatar) are mirrors of each other like the Caldari/Gallente are.
Just random thought I had, see what people think.
Proof that Rattati/CCP do listen to the playerbase.

Did you see the thread where I listed profile bonuses? I think the Scambler rifle is really strong despite all the noise and would use it on my commando if it wasn't such a dps loss with the LR. I can't remember the numbers off hand but - 5% for a laser weapon is a pretty big buff.

Here is my logic.
EM damage is the worst at destroying armor. Lasers are EM. So they should be the worst at killing armor, right? However, that isn't the whole case. In eve, there are varying crystals you can load that change damage and range. As range decreases, damage increases. Now, the as damage increases is by adding on thermal damage which is better at chewing through armor than EM, but not as well as kinetic or explosive damage.
So I think the LR has a long range crystal, thus dealing pure EM damage (+20/-20) and the Scrambler has short range ammo and thus dealing a combo of EM/Thermal damage (+15/-15)
Proof that Rattati/CCP do listen to the playerbase.

Scrambler would actually benefit a lot from this.
Right now the only way to make it viable is to run damage mods on the thing so that you're not doing **** armor damage.
