Example: if no one wants to queue caldari and the wait times get too long start adding multipliers that fall off as matches even out. No one likes losing repeatedly. Losing repeatedly and not getting enough payout to replace more than a token fit, maybe two just gives people a reason to quit trying. Multipliers would encourage joining an under-represented faction, and multipliers giving more rewards for victories would incentivize FW to self-correct and even out periodically. EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.

A nation desperate for an edge will always pay more for quality killers when the chips are down and loss is inevitable. Caldari megacorps are the wealthiest entities in the EVE universe.
