This article on The Mittani follows the ongoings of various NPC corporations in New Eden that have been panning out for months now. While we immortal soldiers would be uninvolved, where this would lead though may change the face of New Eden forever.

Quick Question
Does player made content ever become part of the official lore of New Eden? For example, would the "Kain Spero" storyline of dust ever be part of the official lore? Is the B.o.B. thing an officially acknowledged part of EVE lore? Or is that stuff handled differently?

Well its not like anyone really recorded it officially.
Whereas things way back when like the escort of the Navy Apocolypse back to the Empire, the theft of the Imperial Cross, the Mamet 500, the Defiants, etc is all considered cannon.
Though I'm not wholly sure to what you refer..... dust never really had the capacity to generate content on the same scale though Kain I think is in the lore somewhere and considered Prime Fiction when he hosted his tournament way back and started OBing things.

Technically yes. Hell Against All Authorities was mentioned in Templar One even.
