This is a very big question that I could spend hours answering for you.
Firstly in response to your question "are the considered good guys or bad guys by most."
Universally I would suggest that Amarr are regarded with careful caution. The Gallente consider the Amarr abominable because the practice slavery and like wise the Minmatar are mortal enemies of the Amarr because of what the precusors of the modern Amarr did several hundred years ago.
The Caldari themselves regard the Amarr as allies but it is effectively an alliance of mutual need as the Caldari want to remain culturally pure while the Amarr have a history of dissolving cultures into the own.
However the Amarr are the largest population group in New Eden before you count their slave stocks..... we consider ourselves pretty great.

All are bad here.
Amarians are are religious fanatics who like slavery and think they are "da best". Caldarians are ultimate meritocrats ruled by corporacionalism where "bucks are the GOD". Gallenteans are freedom fighters who basicaly degenerates through their "need for luxury". And my beloved republicans from Matar are basicaly tinkers and tribal boyos who basicaly like to "kill any other tribe just because they think othervise".
How you can see, there is not black or white, all of the races are pretty wierdish. But hell we are just people say

They are considered the "bad guys" by most. And they definitely have the most "bud guy" vibe to them.
However, they really aren't any more evil than any of the other Empires. And all the Empires are evil. They all do some pretty evil stuff. But they also all have good qualities.
For the Amarr, their good qualities are their stability and vision. They have a grand plan for universal peace and harmony, and actually have the largest chance of the 4 empires of actually achieving it. But yeah, we have slaves. They aren't treated nearly as bad as most would say though. There are some rules and regulations protecting the slaves. They aren't living the high life, but I would say that they live a better life than your typical Gallente lower class citizen, on average.

Well here is a basic synopsis of the Amarr.
The ancestors of the Amarr were raised on the desert world of Athra (now called Amarr Prime) which was an unforgiving place. They were driven from the mainland continent of Assimia by and unknown group of peoples and eventually were able to settle on Amarr Island (where they take their name).
At the time they were divided into bands of warring city states vying for territorial control of the main island while one centralised Church remained in power to see to the needs of the various city grounds. The Amarr were eventually united under the rule of Amash Akura a pious warlord who was supported by the church.
He united the city states into one "Empire" and named the capitol of this new institution after his domain, Dam-Torsad. Under the rule of the Emperors the Amarr entered into a period of time where no significant technological developments took place and the rule of the Emperor, his advisors the Privy Council, and his nobles the Holders were able to establish themselves.
This changed when the Amarr met the Udorians, another people who at the time were great sailors and also developed enough to rival the Amarr. Mistaking them for those who cast them from Assimia in prehistory the Amarr declared war on the pressed the Udorian crews into service as the very first slaves and used them to form the Amarr Navy.
They warred against the Udorian city states of many years, seeking aid from the Khanid tribes, who became their soldiers and broke the dead lock against the Udorians when armed with newly discovered gunpowder weapons.
With the Khanid willing converts, and the Udorians enslaved the Amarr owned 2/3 of their home world, and over the following years of social development eventually considered the taking of slaves and subsequent release of those loyal slaves as part of their religion and social doctrine.
Thus the Amarr entered the modern age constructing rail ways and planetary communications after settling the remaining uninhabited continent they named Kathis.
After the Amarr controlled the entirety of their planet they could only then look to the stars.

The Amarr Space Age
Once the Amarr owned almost every area of land they began to develop rapidly looking to the stars for answers regarding their solar system.
Their space programes with initially very small scale starting with launching small rockets into their planets atmosphere and monitoring all the data it sent back. Eventually however the looked to the other moons and planets in their system and attempted manned flights to those place to found colonies and spread their influence.
It was roughly about now the Amarr discovered the remains of an old Warp Gate and began to look as the possibilities of expanding to new uncharted systems, they reverse engineered the technology and established a manned mission to the neared system that they called Hedion.
Moving at roughly 2% of light speed they took 50 years to reach Hedion with crewmen dying in cryosleep but were able to build and establish the first inter system transport gate allowing them access to distant systems which they made use of aggressively expanding their borders using this new found technology. Additionally the Amarr if I am not mistake are the earliest known users of the Four Empires of Cynosensural Fields.
Eventually after their expansion the Amarr came across another foreign body of people they named the Ealur which shook their society to its core. The revelation that other humans were out there amongst the stars stoked the passions for something the Amarr called Reclaimation, a holy war of subjugation against the Ealur with the intent to make them slaves, now that the Udorians were being made free citizens.
However the Ealur were a soft people unable to handle the harsh conditions of other worlds and the Amarr enslaved them all to th last man with little effort, treating them harshly so that millions died under the whip or in harsh labour. This spurred the Amarr to develop the Human Endurance Programme , designed to explore the limits of human potential and breed a New generation fo Ealur.
Which was fortunate for them since they did not have the capacity to act independently of their Amarrian masters.
The Amarr went then planet to planet, system to system, scouring the peoples of those planets and enslaving them, dissolving their cultures and replenishing dwindling slave stocks, gifting these worlds to the Holder Nobility to preside over.
Later the Amarr met the Ni Kunni whom they studied as the most advanced race they'd come across. On their home world the Ni Kunni suffered from severe droughts and thus water was sacred to them. Using this the Amarr convinced the Ni Kunni to adopt the Amarr Faith, making their conquest of the planet incredibly easy, seeing the Ni Kunni almost as a whole race made free citizens in a single generation.
For the first time united the Three Major Bloodlines of the Modern Empire, the True Amarr, the Khanid, and the Ni Kunni turned to face a new revelation growing in close proximity to its borders

Amarr and Caldari seem the most ebil...
But any deeper then that and you go into the fact that everybody is in the dark here.
Not WH40K Grimdark, but dark enough so everybody is wrong in something they do, along with being right in something they do.
The Caldari are Hyper-Capitalists that Fought for their freedom in a brutal war against the Gallente, and are ruled by an Oligarchy (read: Dictatorship by a group) of Megacorporations.
The Gallente are Democratic French People who held the Caldari under their thumb for a century or two, enacting various discriminatory taxes and laws until the Gallente-Caldari War split the two.
The Amarr of Religious Slavers who believe that Slavery is one step along the path to God. The recent Empress has just freed the all the slaves (but not outlawed gathering more) following a attack by the Minmatar Republic.
The Minmatar are a Confederation of Tribes who have a extreme bigotry towards Amarrian people, following them gaining their freedom from the bonds of slavery in a great slave revolt. They have guerrilla (read: terrorist) groups operating within the Empire to free slaves from their bonds,as well as randomly kill Amarrians. Cause they really don't like them.
No one empire is particularly good...
But I personally like the Aesthetics of the Caldari, and the Corporate Narture of their society. That and Shields and Missiles are bosh.
Because you wanted to be something you're not.

The Minmatar and the Modern Era.
When the Amarr discovered the Minmatar nearing their borders they sent out craft to investigate this new presence which at the time called itself the Minmatar Empire.
They comparatively were primitive, but space faring, having colonised several adjacent systems to their home system called Pator and were broadcasting on open signals the Amarr used to monitor their movements. Pator by contrast to Athra is considered a garden agri-world, almost paradise and the Minmatar were products of that.
When a massive storm front swept the face of Pator the Amarr saw they chance to attack sending six Slaver Vessels to the Pator system, crushing all communications hubs, and orbital contruction yards rendering the Minmatar unable to react to the sudden and over powering attack.
The Amarr depopulated entire worlds and enslaved Billions in days taking them back to the Empire for labour. They continued to do this regularly to secure more slaves and to destroy any orbital defences the Minmatar installed.
The Amarr soon met the Jove, few in number but incredibly technologically advanced, who bore them no ill will.
The Amarr met both the Gallente Federation, a massive sprawling and technologically advanced empire in the following years and were greatly concerned as their own Navy was poorly equipped ( a recurring trend amongst the Amarr) to deal with enemies of equal technological strength as in their histories they had always encountered weaker peoples.
Eventually they too met the Caldari who then were at war with the Federation but had no luck making them allies.
Of these 3 foreign entities the Amarr arrogantly attacked the Jove confronting them at Vak 'Atioth where they were routed and their squadron of 200 ships were annihilated.
At the same time across the cluster Billions of Minmatar rose up all at once in rebellion tearing apart the Empire and ended with the deaths of Trillions of Minmatar and Billions of Amarr
Seeing all this chaotic Goodness the Amarr sued for peace and the entire cluster fell into a lull of inactivity and relative peace as the Amarr rebuilt themselves.
Years later a former Gallentean president suggested the united powers of New Eden form CONCORD the space police to keep the peace between the Four Empires, or which initially the Minmatar were barred from, the Amarr refusing to accept the new Minmatar Republic into the summits.....which eventually they did get in.
More recent the Empire was invaded by the Republic in direct contravention of the CONCORD edicts and sent massive fleets to various places to liberate as many slaves as they could, this was the Elder Fleet Invasion.
It almost looked like the end of the Empire were it not for Jamyl Sarum thought dead after she failed to become Empress who appeared at the darkest hour seemingly back from the dead at the head of 10 Battleships to stand against one of the three Elder Fleets.
No one knows why but in an instant the skies over Sarum Prime were lit up with some great light and the entirety of the Elder Fleet arrayed against the Empress was destroyed, forcing the others to back off back to the Republic.
Today Jamyl Sarum is still our Empress and where the Amarr march the Minmatar tremble in fear.
