 Let's compare light frames, medium frames and heavy frames, to vehicles.
 All this vehicles have an intend role.
 Scooter is personal transport, car is both for personal transport and goods transport and tractor is made for work.
 
 All those vehicles have their own attributes, scooter is very agile, but it's not made to carry excessive burden, car can be burdened but over a certain limit it will lose speed and confort, tractor is made to be burdened, it's slow and will remain slow.
 
 HP penalty should work in the same logic way.
 Add burden to a light frame should decrease its performance more than add burden to a heavy frame.
 
 Movement penalty should be something like this:
 Light - 2.5 x
 Medium - current
 Heavy - 0.5 x

 I think he's suggesting that armor plates should have a higher speed penalty on light frames and a lower penalty on heavy frames.

 gal scout (movement speed 5.45m/s [Walk], sprint speed 8.01 [Sprint] ) 2 adv armor plates penalty of -4% & -4%
 [W] 5.02 m/s
 [S] 7.38 m/s
 
 penalty of 2.5x on plates
 [W] 4.41 m/s
 [S] 6.4 m/s
 
 penalty of 2x on plates
 [W] 4.61 m/s
 [S] 6.77 m/s
 
 This would be enough to make undesirable tank a light frame.

 Resistance Modules are the bread and butter of the Amarr. As long as they provide specific damage type resistances and no EHP gains they should be fine.

 Raw HP is the numbers of actual shield HP and armor HP on your HUD
