Testing must be done trial by fire in the current meta. This creates all sorts of problems.
I suggest taking a core of volunteers and giving them weapon BPOs for testing changes at each tier so metrics can be taken oh how the changes will affect gameplay.
With caveats.
Kills with the BPOs being tested do not cost the target a "death."
Kills with the BPOs do not cost the target fittings, lost fits are automatically replaced.
Use of the weapon does not alter or affect ANY tracked and displayed stat in the game.
Use of the weapon BPO prevents loss of fits. But it also prevents ISK/LP gains in matches because no risk should mean no reward.
This will allow you, the devs, to release limited numbers of weapons pre-release for testing to hammer out bugs in play.
This can also be utilized to test things like new vehicle hulls, dropsuit variants and modules. Imagine being able to test the amarr LAV or HAV and hammer it into shape with actual data before release.
Naming conventions:
Experimental STD HMG Experimental ADV Laser Rifle Experimental PRO Mass Driver Experimental HAV Hull.
you wouldn't even have to tell anyone what in particular is being tested. But you would be pulling metric data like a champ.
I think you would find volunteers to test this gear for you in the absence of a test server whobare going to be more than happy to sacrifice ISK and LP rewards as well as their stats being stuck to help provide the data needed to make the game better.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.

I would be absolutely happy to test gear like this. Some form of testing will be extremely useful, I feel.
You have long since made your choice. What you make now is a mistake.

Cool idea. Perhaps that is what they thought when naming weapons and dropsuits Mk1 Mk2 etc?

Errr I'd just have a game mode where this sort of stuff could be used, or disallow it in FW/PC...
