You're confused. It was a bait and switch. "Tell the Dust players it's a Dust Keynote, so when they log in to watch/travel all the way to Iceland to see it.... we can push a Dust514 reboot on a system that many Dust players probably don't own." CCP has always developed on PC and attempting to do so on PS3 was a large part of why Dust has so many issues. Dust will continue to receive some support, but the primary focus is going to be creating Legion for the PC. Will Legion be ported over to PS4? Who knows. But if you think Dust will move to the PS4, you're sorely mistaken.

That's because CCP is maintaining that Legion is no an "official project" and vehemently states this over and over. In other words they're not willing to confirm or deny if the game will ever actually happen, which is why very little (basically no) information has/will be released until it publicly becomes an "official project".
