New Player Experience:
Players with 500,000 - 1,000,000 skillpoints stay in the Battle Academy
Players with 1,000,001 - 5,000,000 skillpoints get placed in their own battles

This new system is to prevent new players from ragequitting the game because some Nyain player with 80m SP stomped the living $#!T out of him. Or her for that matter. This also means that if the new players aren't quitting, CCP might make more money.
Aim assist:
Aim assist for the Heavy Machine Gun has been removed
The death screen (the thing that pops up after you die in game) will now tell you if that person used Aim assist to kill you.
Weapons:
Shotgun rate of fire reduced to 79 RPM
Breach Shotgun rate of fire increased to 64 RPM
Combat rifle hipfire dispersion increased by 8%
Heavy machine gun damage reduced by 5% for all tiers (Basic, Advanced, Prototype) except for the Assault Heavy Machine Gun
Nova knives slashing range increased from 2.5 meters to 3 meters
Vehicles:
The new team vehicle quota is 2 HAV's, 3 LAV's and 2 Dropships, Ambush is the same
Both Caldari and Gallente HAV's acceleration speed reduced by 15% and their top speed reduced by 8%
Python has a base shield value of 1848 (300 increase)
Added Minmatar and Amarr HAV's
Added Minmatar and Ammar LAV's
Fixed the RDV "Yoyo-ing" vehicles glitch (surprised they haven't fixed that one yet)
RDV's will never take more than 10 seconds to drop off your vehicle (For convienence and so that you dont get shot in the back and get your vehicle stolen because your RDV took ages to let go of your vehicle)
Added Gallente, Amarr, and Minmatar RDV's (Gallente vehicles get called in by gallente RDV's, Winmatar vehicles get called in by Winmatar RDV's etc.)
Caldari dropships are more resistant to impacts such as hitting the sides of buildings or the ground. (Simply because if you even grazed the side of a building in a python, you blew up.)
End of Match:
In planetary conquest, there is now a 5% chance to receive a 2 hour Active Booster as salvage. The booster will also be activated immediately.
Gameplay:
The kill/kill assist system has been revamped. The player who does the most damage within 5 seconds after shooting the enemy will get credit for the kill. No more kill stealing where you take out 4/5 of someone's health then get your kill stolen by some random Militia Assault Rifle. We've all been there.
Hit detection has been improved
Passive scan radius of all dropsuits except scouts has been increased by 8%
The inertia dampener no longer makes you immobile after landing. (For obvious reasons)
The scout dropsuit hitbox has been increased by 4%
If the game says "TACNET session will expire if no action is taken" then if that player doesn't make at least 50 Warpoints per minute after receiving that message then they will be removed from the match, which means no more idiot blue dots dancing around in the redline like HEADLESS CHICKENS.
Obviously CCP, you can change the wording of these patch notes (Again, for obvious reasons) hehe

CR dispersal if its normal CR then maybe a little bit but dont touch ACR
pythons dont need any increase.. currently in teh hands of experanced high SP players pythons are unkillable with 80% resist to Swarms
battle academy for that first 500k SP(initial 500k up to 1m sp) maybe have 10% payout bonus on isk for skillbooks and what not and 100% bonus to SP gain / bonus SP recoup that way they are not in battle academy TOO long but get to the 1m sp mark if spent wisely they can be somewhat competent in a single role (assault / AV or baby sentinel) with the upport and fitting and modual skills to support standard equipment.
commandos need to be slightly faster, smaller hitbox (still larger then assault but smaller then sentinel) and maybe +1 slot to all meta levels
Logi need more EHP ( *long list of excuses here*)
PC salvage buff.. make it 100% chance but its 2 hours REAL time so they gotta make use of it or its lost.
Recruiter / Recruitee BPO suits color changed to match the gloves (red + white trim) so its easlier to ID newbros so you dont pub stomp them to hell and back
Recruiter / Recruitee BPO weapons bumped up to standard from militia.
Recruiter (staff recruiter militia suit) / recruitee BPO suits up to standard basic suit instead of militia.
lower the 100k threshhold for recuiter / Recruitee BPO suits to 50k WP (recruit suit) and 75k (staff recuiter suit)
