I assume, you buy it, it gives you 80% of the isk back that you spent on your skillbooks and ALL of your SP points back into the unallocated section.
From there it would be like you are a day 1 noob again, and you can spend your sp where ever you like.

This. (note: you have to rebuy skill books at 100% but only get refunded at 80%, so even though you are spending aur to get the respec, you will also be spending ISK)
