Heyo,
Here is a balance idea that might work to stop the whole cloak/damp/shotgun scout reign of terror (not sure if CCP actually believes this is a balance issue, but I sure do).
Create a module set to go into the low slots called the Scan Intensifier, this module would increase precision and DECREASE scan range. With this module a scout would be able to fit out a scan suit and end up with enough precision to scan anything in the game, but at a short ~15m (enough distance/time to see and respond to incoming shotgunners, not enough time to make it completely trivial to do so). This might be difficult to balance for the variety of slot layouts we have, but hey thats your job.
If you arent able/willing to make scanning less binary, this might be an acceptable compromise to make it so shotgun+cloaks+damps doesnt give people the ability to run around one shotting everyone from invisibility while using wallhacks to evade all retaliation. |

But there is a need for a new mod (actually there is need to revamp the entire scanning/dampening system, but thats a more involved change). Precision enhancers will never get you to a point where you can scan a scout using 2/3 dampeners (varies depending on race of suit). This means that precision is useless beyond a certain point, resulting in two things: Wide area perma scan on heavy/medium suits and invisible scouts.
If we add this new module, scanning scouts may use it to pump up their precision enough to find the invisible scouts. This means we have a smaller area where heavy and medium suits are subject to perma scan, and a small area where invisible scouts can be detected and killed. This solves these two problems without a basic mechanics change.
Of course you can just run two scouts, one with wide low intensity scans and one with the small intense scans, but at least it moves the bar in the right direction. |

I think the same end result could be had by simply making base profiles closer, allowing for greater overlap extension with the right module (prec and range) combos. It would also not take development of a new module/balancing, instead just needing a hotfixing of all the frames' profile stats.

But making base profiles closer (which I absolutely agree with) wouldnt fix the problem that scout suit dampening wins over any amount of precision with current game mechanics. |
