I've seen people with basic frontline suits melt my proto assault before I can blink, how? I've tried using it, but never a single hit. How do you use this weapon called the Scrambler Rifle?

Arkena has written a great guide on it here.
One thing I will ask though, do you know the Scrambler Rifle has 2 fire modes? One is the general semi-auto fire and one is the charge shot. To charge shot, simply hold down the fire button and release to fire it. This generates a lot of heat however, so be cautious with it's use.
The Scrambler Rifle has had some tweaks recently so it doesn't overheat at 15 shots like it used to (I think). This will also change if you are using the Amarr Assault suit which grants a bonus that reduces the heat buildup in Laser weaponry (Scrambler Rifle, Laser Rifle) and as such, those values will change.
Otherwise, it's an all around great write-up that I would encourage you to check out.

The SCR doesn't pack the same punch that it did when I wrote that guide, but it's easier to use now.

I aim for the head now and it just plinks off them. I put a round in their chest and they die.

By the way, any chance of updating it?
I know it's locked, but I found out if you ask your buddy Scotsman, he could unlock it for you. Fox Gaiden does that for his guides.

What are you running in?
A Cal or other Shield suit is going to get slaughtered by them, they get that +20% to damage on shields. IIRC.
That, and they don't have a ROF cap to slow the Single shot rate. Plus the ever-loving charge headshot.
Lots of things make the ScR lethal.
Because you wanted to be something you're not.
