They would have to be pretty damn expensive.
Throwaway HAVs are a lot different that throwaway standard suits.
You would be saving hundreds of thousands per death, not 5 thousand.
If it were to be equivalent, as far as Aurum/ISK saved (as it appears these things are, roughly) then these would cost almost 1M AUR, or about $400USD.
Obviously that is too much.
I think it would be best if the BPO provided a discount on the vehicle, rather than unlimited free vehicles. How would a 25% discount sound? You would be saving 15-50K ISK per death, but dying in an HAV would still be a thing.
Of course the Pink skin would also be a thing, although I don't think CCP would allocate the prosseccing power to making it chromescent like the suits, as vehicles are much larger. It would probably just be a matte pink skin.
