Basicaly when you making responce/thread here, you have some icons over the place, where you write. There is one icon with something like chain, you click on it and copy/paste link what you have.

Step 1: Copy the Link (Ctrl or Command + C at the same time). Step 2: Highlight the text you wish to have the link on. Step 3: Click on the Hyperlink Icon (5th Icon from the left under "Message"). Step 4 Paste the Link (Ctrl or Command + V at the same time).
If done correctly, your link should look like this one right here.
edit: Oh wait, you mean file. In that case, what kind of file is it?

There are some file sharing sites that do this, but you can also do this with Dropbox. If don't have a Dropbox account, you can always get a free one and they give you a small amount to start with. When you upload your file, there's a link you can click which allows you to share it publicly.
Something I like about it is the ability to modify your document and you don't have to keep re-sharing a link (I think).
Side note: Dropbox has an application that allows my files to be uploaded to cloud servers while syncing up with other computers. Those computers can be cross-platform as well. (i.e. My text file I just put in my dropbox automatically shows up on my Mac and my Linux computers.)
