LIke, real scouts. Not the brick tanked, 3 shotgun rounds before decloaking(1.8), d-bag wallhack scouts.
Everyone is saying "ewar is dead! Every single player in Dust will be running brick tanked scouts now!!!11!!!derp!!!11
Why? Why is this the only possible outcome of scouts being able to shoot immediately after decloaking, or not being the only ones with shared scans, or being able to win the ewar battle with every other suit using only passive skills and bonuses (and maybe ONE module)?
Nobody is going to *gasp* actually use the scout suit to scout with? With like actual ewar modules instead of plates?
Nobody is going to switch to other suits (i.e, assault or logi with scanners) now that they have to actually fit their suit like a scout suit to take advantage of ewar?
Nobody is going to use the cloak as a defensive, rather than an offensive, tool?
(this of course excludes the gal scout which will likely still be pretty strong)
What am I missing?

EWAR isn't dead.
The reason being is that people don't realize how much more helpful HP is in many circumstances than EWAR. Especially with higher HP suits having had shared passives (which still exist unless cloaked...)
The logic behind armor in certain circumstances is that, if someone is going to scan me anyways, why bother with EWAR mods, I will just add tank. It will add to survival.
In all honesty, I don't know what is going to play out. I see more people who were FotM slayers skilling into Assaults, which is good. That is where it should be. My only hope is that it doesn't overly diminish those that used cloak defensively as much as they did offensively.
No more Sprint Glitch? This party is going to be off the hook!

Because you don't earn war points for scouting. No war points means no isk/SP at end of match. You want to make scouts actually scouts? Start paying them to scout then.

I'd actually say the opposite. Anyone who has started playing dust in the last 10+ months honestly should have been conditioned that HP is everything considering how most people build their fittings. Why else would you see so many sentinels with light weapons or people dual tanking Gallente or Amarr suits?

The cloak change will address one issue of cloak/scout imbalance.
Others will continue, including (a) that Gal Scouts are by far the best in that they will still win the EWAR race and still have the most HP in so doing, and (b) hit detection issues with fast strafing suits.
Hopefully the 1.9 performance advances will help with (b), but (a) will remain. Sadly, (a) might have just gotten worse, as the best anti-armor light weapon, the RR, just got a serious CQC nerf (think the old flaylock-nerf)

Personally, I envisioned that scouts would receive WP's for not just kills, but also:
1. Intel (somewhat resembling active scanner intel WP's, but a cap to prevent farming)
2. Assassination objectives (squad leader marks a target, scout gets extra WP for that particular assassination. Or, for assassinating an enemy merc with high match KDR) - perhaps Min Scouts get slightly more WP for knife-assassination kills?
3. Setting up equipment within the range of considerable concentrations of reddots. Basically, infiltration.
A few ideas. Scouts don't have to be complete slayers if this is the case.
Give the Magsex some love.

Extra bonus for hacking
Ability to paint targets (that's multiple target"s") instead of squad vision. Scout gets payed WPs for each marked target. Has to be with in say 30m of target.
"All clear" function where scout paints an objective and if friendlies hack the objective with in thirty seconds, scout gets payed.
"Follow me". Scout activates. Lays down a paint trail through the terrain (only visible by blue dots). Scout reaches destination and activates a terminate marker on the ground. For every friendly that follows to the terminate marker, scout gets payed.
"Request for equipment" marker placed by any blue dot if scout or logi places equipment there they get payed. Curtain markers icons for certain equipment. (This could be really helpful for that stranded heavy who's out of ammo or moving the front line forward with drop links).
More painting options if scout is equipped with a sniper rifle. And can paint from much longer distances.
Can paint area as hot spot with sniper scope if more than 4 enemies are in designated are. Hold specific Button and draw circle around enemies from elevated position with sniper scope dot.
There's all kinds of crazy cool stuff that could be done with it. All that's required is a little imagination.

If your idea is to make them suck at battle, well then you need to compensate them with other ways to be useful, or else the class will die/ noone will use it.

The cloak will nullify any eWAR that you stack. Therefore, people won't use eWAR aside from dampeners.
"Minmitar Scout" and "Masochist" are synonyms.
