Found on the 1.9 news release:
"A note of warning, though: Skillbooks will be refunded at 80% of the ISK Market Price with the Skillpoints, so will need to be purchased again for ISK, every time you Reset and Refund your Skills"
So, does this mean that SP will also be refunded at 80% rate?

No, the ISK from skillbooks will be refunded at 80% value. SP is refunded at 100%.
