The advice I can give to all new players?
1. DO NOT SPEND SP ALL IN ONE THING! Get a sense how the game works first. The game offers items that can be used without Skill Points. This is called Militia gear. Use Militia gear before investing points in anything.
2. If you want to try something more seriously than Militia gear, PUT 1 POINT IN IT! That is enough to use Standard gear which is far better than Militia and generally only costs a few thousand SP to unlock.
3. DON'T GET ANYTHING TO LEVEL 5! At least not yet! Here are the cost of skills: Level 1 = 6220 SP Level 2 = 18,650 SP Level 3 = 43,530 SP Level 4 = 87, 060 SP Level 5 = 155,460 SP For there, you times that price by the Skill Multiplier. So getting a Multiplier 1 skill to level 1 costs 6,220 SP while a level 8 skill costs 49,760. If you look at the costs, you will find that it is significantly more expensive to go up each rank and that 1-3 is cheaper than 3 to 4. More interestingly, level 1-4 is EXACTLY the same price as 4 to 5. This is why it is best not to throw your points in one thing early. When you get your first 5 or 6 million, then you can worry about getting something to Prototype level.
4. IF YOU WANT THE MOST EFFECTIVE GEAR, ADVANCED ONLY! Advanced is probably the best bang for your buck when it comes to prices in regards to SP and ISK. Standard is cost effective both ways in being very cheap, Advanced is quite a bit more expensive for a decent bump, and Prototype is there for people that don't care about spending 3 times as much for a 10% benefit (ie, vets). Again, DO NOT DO THIS EARLY.
5. Passive Skills. If DUST is a dinner, Electronics and Engineering are the fork and knife. Sure, you may want to get into the steak that is Assault Suits because it is far more sexy than fork and knife but you ain't gonna be eating no steak without a fork and knife, silly! Get them both to at least level 3 for now. As you get more and more SP, rank them up. You WILL want them at 5. They let you use Standard Suits with Advanced or Complex modules for a very effective and very cheap suit. My go to suit has 800 EHP and only costs 10k. Standard Assault Suit with Complex Modules.
6. Join DUST Uni. They are a great group of people that will happily help you. I have nothing but good things to say about both EVE and DUST Uni.
7. BE PATIENT!!! Rome wasn't built in a day and those guys with Prototype Suits also did not get it in a week. The general idea is that it takes about 6-8 million SP to get one role Prototyped. That is Suit, Gun, and passive skills. The SP cap is 190,400 a week and 24,000 a day Passive. That is 358,400 SP a week, with up to 1,000 SP a match after capping based on performance. This means it will be quite a while before you get into "big boy stuff." Don't despair. Skill > Equipment in most areas.
8. If you want to Accelerate your SP, you can buy boosters. It IS NOT, NOT, NOT!!! required however. Passive Booster is worth an extra 84,000 a week and an Active Booster is worth 95,200 a week IF you cap out. Also, a free way to accelerate your SP is just logging in every day. You get bonus SP for logging in. It goes 3k, 3.5, 4, 4.5, 5, 5.5, and caps at 6k a day. That might not seem like much but it means you go from 24,000 SP a day to 30,000 SP a day. Do that 4 days in a row and you got 5 days of Passive out of it.
