the best way i feel to "balance" scouts and not nerf them into the ground is to first "adjust their
scan radius
scan precision
scan profile
to be the same as medium suits.
next is toChange to Scout bonuses
flat 75% fitting bonus for cloaksthis will make it so cloaks are not "bittervet only" but are friendly for newbros too, even if we all hate cloakers but this change is in keeping with the idea of the cloak delay in 1.9
and then change the Ewar bonus from being "Suit" to being "modual" bonuses. some examples below.
disclamer, all numbers shown are just examples and im too lazy to figure out the REAL numerical values
Gal scout +5% bonus to Scan precision moduals per level and +5% to profile damps per level
Ammar scout +5% to scan precision modual and cpu/pg for Cardiac regulators per level , 5% to damps
Cal scout +10% bonus to scan range moduals and 5% to damps per level
Min scout this would be a difficult one as it only has 5% hack speed and nova knife damage per level.. so maybe.. nerf/tweek min scout bonus to FLAT 20% hackspeed and nova knife damage +5% bonus to damps, +5% to precision

now.. all scouts have 5% per level on damps to help with being "under the radar" and are forced to use Ewar moduals to reach the level they were at before.. now since scouts have to use Ewar moduals the final step is to BUFF their suits shield and armor higher to compensate for having to use moduals instead of tank, however they can still tank but tanking will make them more visible on the battlefield due to not using an ewar modual
TL;DR -flat cloak fitting bonus -change suit bonus to modual bonus -all suits have % per level on damps -Ewar scouts are Ewar -Assault-lite scouts somewhat nerfed -EHP BUFF

Instead of giving everyone dampener bonuses to modules only, I say...
Caldari: +5% Precision per level
Gallente: +3% Dampning per level
Amarr: +10% Range per level (and change the stamina bonus to innate suit bonus ala Gallente repair)
Minmatar: 5% Hack and Slash per level
It wouldn't be fair to make scouts have to use certain modules to make use of their bonus while every other role may use whatever they want to get a use of their bonus (save for assaults and racial rifles and logis with racial equipment).
EDIT: Forgot about the eHP buff. No to that. ah the hp buff was to counter the fact that in my proposal scouts would need to fit ewar to be at the level they are now so the ehp buff was to make them not like they are now but still viable
