I don't really know. Maybe a 2% heat buildup reduction for every level of amarr scout? I kind of got bored with using a scrambler rifle on a scout. Yes, I know it's supposed to be used on an Amarr assault, I've tried that. It's just not as fun without the risk when you have 600+ armor.
I used the bolt pistol before it was (OP) cool.

All Amarr suits should have a small laser heat bonus, imo. The Assault should just have more.

Fine, if you lose scan precision for it

All races should get some sort of base bonus to their racial weapons with a role related bonus on top.
Amarr:
Every suit receives 1% heat reduction per level.
Assault receives an Additional 3% per level. |

I'd have thought that the whole being-a-scout thing should make up for it?
Being able to see is nice.
Got 500 EHP on my CalScout, works better than my 1k EHP Amarr Assault (except when I'm fighting scramblers, but hey, shield-tanked suit, I guess them's the breaks?)
