They mentioned it 8 years ago when they last talked about it.
The suits are supposed to have the same slot layout as well, with skills buffing the suits capabilities. Tiericide basically

Fanfest 2014 - Progression In DUST 514
Skip to 17:50 for the exact words of "In Project Legion, Dropsuits are becoming BPO's."
It looks pretty interesting really. The price is going to be based on your modules rather than the suit. Z's reasoning is that "You should be attached to your suit.If you haave a 'Prototype' Dropsuit, you should always want to use it because you worked for it."

Seems like it simplifies the game i bit much. I hope they put in some good ISK sinks.

This is still the one thing about legion that confuses me. Losing our assets drives the economy, and our dropsuits should be a fundamental cost associated with being a mercenary.
We lose each of our individual clone bodies when we die, but we don't lose the dropsuit? I get the idea that we should be attached to our suits, and further customisation/personalisation regarding this in legion would be great. But our suits are just like the rest of our equipment and assets, and thus consumable.
Maybe they want us to spend ISK on manufacturing or something, and that allows the legion dropsuits to be BPOs?

It's a shame. I'm content with the tiercide, but everything becoming a BPO is a bit too much, same with the slot layouts. Oh well.

"Yes, the dropsuit you wear will be the same assuming the role you want to do. However, the modules will help make the suit. If a prototype suit in DUST costs 57k and the modules cost 30k, in Legion the suit would cost nothing but the modules would could 87k. You are still running a different suit, it is just the baseline that changed."
There is still module lose and like Z states "It is just an economics problem" to work out. The suit may be free but everything else has a price, money is still used. Really, it is just a flavor change. Still using the same amount of money but the idea is for us "to get attached to our dropsuits." Will that work or does that matter? -»\(-¦_o)/-»
Better? Worse? Dunno, probably just different. Until we hear more information about it, we won't really know for sure.

BPO's take away from feeling a lose and give more of a feel of a lobby shooter. that is why i was always against the idea of BPO's. It would be like playing EVE without losing your ship.
Basically drop suits are turning into your clone so to say.

I never got the point to this change, just seems like change for change's sake.
It's things like this that makes me worried that CCP chose to produce Legion instead of just porting Dust. |

it makes you think about your actions before you risk losing an expensive suit. how the game should play
also legion might not even happen. they said themselves itd be based on community reaction and the reaction was very very negative.

Not really if you look at the Eve Online forums. When news of Legion came out, the Eve forums erupted with people saying "finally, CCP is ditching the console kiddies and moving Dust to the PC master race."
Keep in mind that Eve is their primary money maker.
