The basic idea is we can have BPO's to make our suits look different, but we only be buying the cosmetic exterior or "paint". We would still have to buy the suit separately and place the paint BPO over it and so we would continue needing to buy suits separately with either Aurum or ISK.
In this way we get to look how we want and we don't screw over game mechanics.
I'd love it if CCP made this idea happen,

It would certainly save on de-cluttering a possible BPO marketplace. How much would you be willing to spend on an across the board suit paint kit? $10? $20?

The same as a regular BPO, since often times people are paying a much for the ISK convenience as they are for the looks (refer to 'Quafe' suits).

An interesting toss up. CCP might be making less money in that case of selling one $10 Quafe BPO paint bucket. I personally bought 3 and many purchased all 4 suits. Then again, if there were interesting paint kits to buy en mass I would be tempted to buy cheaper kits than the current system of individual suits.

How about if the only "paint bucket" BPO's available were solid colors and older patterns? That way CCP could continue to make money by selling limited edition versions of new suits with cool new colors and patterns. CCP would incentivise people to buy them by offering them for a fair price and stressing to people the fact that they would be a limited issue suit. Maybe through it in with some Aur modules equipment and weapons.
Then they could make new paint Bpo's of older popular patterns several months after that particularsuit is no longer available.
Ideally there would be a player market where players could turn a profit from limited suits they bought and are looking to sell months later to people who want them.
I think there's a lot of money to be made here without even risking a P2W system developing.
