I think I figured it out, it's because it's automatic and because of lag, with the regular shotgun you tap the fire button repeatedly, so if the server can't register your first shot, you can just tap again and it will detect it.
If you keep the fire button pressed, but the server can't register the shot, you won't do any damage. I think that's what's wrong.
That moment when you mow down a proto Caldari assault suit with a militia laser rifle.

I have used the shot gun today, I have noticed that when I take the first 2 shots for some reason no damage is done
