Right now Ewar is binary, and I believe it creates all sorts of problems.
My solution to my perceived imbalance follows. Binary Ewar Right now, Scouts detect everything and hide from everything.
RPS(rock paper scissors) Ewar
Light Frames can only detect themselves and Heavies (when number of ewar modules are the same on both sides*) -Light frames can fit two precision enhancers to detect un-damped medium frames.
Medium Frames can only detect themselves and Light Frames -Medium frames can fit two precision enhancers to detect un-damped Heavy frames
Heavy Frames can only detect themselves and Medium Frames -Heavy Frames can fit two precision enhancers to detect un-damped Light Frames
Everyone has the same base precision and base signal. The system does a quick rps check- if the suit ties or looses, it maintains its ewar and is detected (if all skills are five and both suits are not running ewar modules). If it wins the rps check, that suit is dampened 50%. Senser vrs Target Light frame vrs light frame Light frame = light frame => no bonus ( target detected) Light Frame Vrs med frame Light Frame < Med Frame => Med frame gains 50% dampening vrs that light frame (target not detected) Light Frame vrs Heavy Frame Light Frame > Heavy Frame => No bonus (target detected)
Med Frame Vrs x frame [condensed from here] Med Frame > Light Frame => no bonus (target detected) Med Frame = Med Frame => No bonus (target detected) Med Frame < Heavy Frame => Heavy frame gains 50% dampening vrs that med frame (target not detected)
Heavy Frame Vrs x Frame Heavy Frame < Light Frame => Light Frame gains 50% dampening vrs that Heavy frame (target not detected) Heavy Frame > Med Frame => no bonus (target detected) Heavy frame = Heavy Frame => No bonus (target detected)
TLDR: Heavy Detects Mediums Mediums Detect Lights Light Detects Heavies
Light Evades Heavy scans Medium Evades light Scans Heavy Evades Medium scans
EDIT: Also realized that this would make ewar modules useful on any suit, scouts still remain the kings of ewar, however, now they actually have to fit for their role if they wish to take advantage of it.

As someone who has 2 scouts, both of which are fit for EWAR, I can do good detection, but I can't detect EVERYTHING. Amarr scouts detect down to 17 (rounded up to 18 I believe) passive scans, which I then have fitted Range Amps in order to boost out my range far enough to see up to 60m out. Doing so, I give up my ability to dampen and if anyone spots me, I'm dead. This suit is also not a killer and is very paper thin, so my job is to provide tactical data which I relay both on TACNET and verbally to my teammates about enemy locations. The only times I will engage is at long to extreme ranges where I know I can either quickly take down an enemy or injure/distract them long enough to have teammates finish them off, or lead them to a trap.
On Gal scout I have my dampened fit which I can use effectively to hide from all EWAR. However, even despite my precision bonus, I can't see everything (to top it off, Gallente has the WORST ability to passive scan compared to all the other scouts when fitted with max Precision Enhancers). 2 Damps with hide me easily but between not wanting to give up speed and not having a proper shotgun or a good sidearm, I'm left to be a hit and run scout that has trouble taking down targets. Going up against another scout is even more challenging since it can become a standoff/mind-game with balancing your cloak timers, watching for other threats, and making sure your watching for the cloak shimmer.
Going for an EWAR Paper-Rock-Scissors would admittedly be interesting, but you forget one fatal flaw in this whole equation. Mobility. Heavies will detect Mediums? Ok, I'm sure Mediums are going to like that, but then they are still immune to Scouts which have the alpha damage and damage potential to still blow them away. Now mediums could detect scouts but how would they dispatch them? Sure you could do long range precision weapons, but usually by the time you spot them, if they are good scouts, they get away. Chasing after them only serves to use up all your stamina while the scout can still run a marathon and is miles closer to their target than you are in a medium.
Which then brings me to scouts. Heavies are still big fat juicy targets on EWAR and now, mediums are side dishes aka targets waiting to happen. What this means is scouts can easily pick off mediums using their eyes, and knowing where the heavy is at all times, they can choose to finish off the heavies at any given time. Congratulations, you just buffed the scouts by giving them the ability to discern between a medium suit and a heavy suit.
Not to mention how would cloaks works and what would the different ranges be but I'll leave it at that for now.

Ewar modules, Kaze, Ewar modules :) Now everyone can join the Ewar fight.
Heres my prediction: Suddenly, Assaults in PC. Why? They detect scouts. Shotgun scout can't sneak up on assaults without fitting dampening => can't be mock assaults anymore (without getting stomped when they run up on an assault that is fully aware they are there)
Scout has to stay further away than 20 meters to sneak by a medium frame... which includes logistics. Logistics can fit up some crazy ewar combos now to hunt scouts (Like 4x range extender, 4 x precision enhancer). However, a heavy with just two damps can hide from the logi with its 4 precision enh. ewar, his job is slaying medium frames.
The scout's job is infiltration and slaying heavies with high alpha damage, fast in and out. The scout now must do something about that logi tailing the heavy, and it helps that he gets ewar bonuses to make his dampening better, fitting for full damp he can slip by under the logi's nose and nk them/remote explosive do what needs to be done. He won't be doing it with 800 hp. His direct engagement - direct the flow of battle days are over. Why?
Because mediums beat scouts. Scouts beat heavies, and heavies beat mediums.
